The conference will be held from 29 to 30 June 2017 in Issyk-Kul, Kyrgyz Republic.
The event is held under the aegis of the Kyrgyz national project "Taza Coom" ("Clean Society"), aimed at the implementation of information technologies in the Kyrgyz Republic in conjunction with the UNECE Working Party on Land Management and the World Bank. The Belarusian delegation to the conference included representatives of the National Cadastre Agency of the State Committee on Property.
Head of the State Registration Service under the Government of the Kyrgyz Republic Dastan Dogoyev, Chairman of the UNECE Working Group on Land Administration Fredrik Zetterqvist, Leading Specialist in Land Administration of the World Bank Mika-Petteri Torhonen, Director General of the National Geographic Information Institute of Korea addressed the forum participants (NGII) Bion Nam Chow and Director General of the Department of Water Resources and Reclamation of Kyrgyzstan KokumbekTashtanaliyev.
The work of the conference is organized according to seven sessions. The agenda includes discussions on the creation of a national spatial data infrastructure, regional perspectives for the creation of the National Spatial Data Infrastructure (NSDI), as well as the role of international partner agencies, digital interconnected land management and the geospatial system, data integration issues and various models of Geoportal and others. The participants of the conference will exchange experience on creating a master plan for the NSDA, Korea will present a cloud inter-system GIS system.
The spatial data infrastructure is a set of spatial information resources, organizational structures, legal and regulatory mechanisms, technologies for creation, processing and exchange of spatial data that provide wide access and efficient use of spatial data by citizens, business entities and authorities. When the Eurasian spatial data infrastructure is included in the Eurasian technological platform of the Eurasian Economic Union, systematic work will be undertaken to accumulate advanced national and world achievements, to mobilize the scientific potential for joint solving applied problems for development and implementation in all spheres of the economy.
The purpose of the conference is to contribute to the formation, development and functioning of the Eurasian technological platform. Increasing the effectiveness of interaction of all stakeholders on the basis of the potentials of the participating countries will entail the stimulation of mutually beneficial innovation development and the growth of competitiveness of national economies.
During the visit to Kyrgyzstan, Belarusian specialists expect to exchange experience in the development and implementation of electronic processes, digital interconnected land management and geospatial systems in the real property registration system, familiarize themselves with the legal and technical aspects of the formation of spatial information in the resources of the land cadastre of Kyrgyzstan and the countries participating in the conference.
Also in the plans is to study aspects and algorithms for cadastral monitoring of new buildings using the drone technologies of the territorial management system and coordinate the creation and maintenance of the classifier of the administrative and territorial division of the states members of the Eurasian Economic Union within the framework of the Action Plan for the Formation and Improvement of the Unified System of Normative Reference Information Eurasian Economic Union for 2017 - 2018 years.
