Belarus and Georgia will exchange experience in the field of creation of geoinformation systems of applied purpose for territories management

Meetings and negotiations of the heads of the National Cadastral Agency of the State Property Committee of the Republic of Belarus and the National Agency of Public Registry of the Ministry of Justice of the Republic of Georgia will take place in Tbilisi.

The visit of the General Director of the NKA, Andrei Filipenko and the First Deputy Director General of the NCA Sergei Levchik to Georgia will be held from May 24 to May 26, 2017, and organized as part of the implementation of previously reached agreements between the leaders of the above-mentioned Belarusian and Georgian organizations, as well as the Memorandum of Understanding and Cooperation signed.

During the meeting with the management of the National Agency of Public Registry of the Ministry of Justice of the Republic of Georgia, the priority directions of the Georgian agency and its current projects in the field of development, implementation and use of electronic processes and services in the state registration of real estate of the Republic of Georgia, including advanced technologies On the basis of blocking technologies), geoinformatics, spatial data infrastructure, the experience of creating and developing an address system, anal of normative legal acts of the Republic of Georgia that regulate these activities and the use of technology.

In particular, special attention will be paid to the reform - the State Land Registration Project of the Republic of Georgia and the use of Blockchain technology in the real estate registration process, to study its impact on business registration processes and regulatory and legal regulation.

The pilot project for the registration of land rights based on block-building technology with the support of NAPR is carried out jointly with BitFury's Bitcoin and Blockchain infrastructure provider from 2016 and is designed to help in three main things:

Ensure data security, protection from forgery;

Enable real-time auditing;

provide an opportunity to carry out all actions with the help of a smartphone, Blockchain be used as a notary service.

In addition, Blockchain technology allows to minimize transaction costs and eliminates disagreements when establishing ownership rights.

During the visit to Georgia, the delegation of the NCA will also visit the archive and the back-up center of the National Agency of Public Registry of the Ministry of Justice of the Republic of Georgia, the House of Justice and the regional office of the NAPR in Telavi, Kakheti.

Exchange of experience in the field of creation of geoinformation systems for applied purposes, study of the processes of development and implementation of Blockchain technologies in the real estate registration system in the Republic of Georgia, received during the visit of knowledge in the future is planned to be used in determining future directions for the development of the state registration of real estate, rights to it and transactions With him in the Republic of Belarus.

Together with Georgian colleagues, NCA will formulate a priority list of activities aimed at transferring and adapting business processes and technologies of the Republic of Georgia and using best practices in relation to:

State registration of real estate, rights to it and transactions with it;

Geoinformation technologies and modernization of the information system of the Register of Real Estate of the Republic of Belarus;

Implementation of administrative procedures in electronic form in the Republic of Belarus;

Technical inventory and land management, when translating administrative procedures in relation to them in electronic form;

Modernization of the Public cadastral map of the Republic of Belarus, creation of spatial data infrastructure in the Republic of Belarus;

Geoinformation systems and services in real estate management.
