Among the participants from the Belarusian side is a delegation of members of the Association of Appraisal Organizations of the Republic of Belarus, which included specialists from the National Cadastre Agency of the State Property Committee, the Institute of Real Estate and Appraisal, the Brest State Registry Agency and the Land Cadastre headed by Svetlana Yurenia, the Association's Chairman.
Currently, the Association is preparing to hold a second working meeting with representatives of the banking sector dedicated to the problematic issues of tripartite cooperation "bank-borrower-appraiser".
Banks are the largest users of the results of independent evaluation, in particular, the most popular of its types - valuation for collateral purposes. However, the analysis of the interaction of appraisers with banks in the sphere of credit and collateral business has revealed differences in approaches to the interpretation of requirements and recommendations of the assessment legislation, technical normative legal acts in the field of independent evaluation.
During the previous dialogue of appraisers and bankers, which took place during the first working meeting on March 30, 2017, the parties formed a map of the problematic topics of tripartite cooperation in the format of a "borrower-borrower bank" and determined the directions for which they intend to carry out joint work in 2017.
In this regard, the greatest practical interest for the Association of Appraisal Organizations of the Republic of Belarus is the exchange of experience in the field of determining the value of the assets of an operating enterprise when issuing and not refunding loans; Assessments for the purposes of financing real estate development, as well as information to be presented in a joint presentation by the Deputy Chairman of the State Property Fund of Ukraine Natalya Lebed and representatives of the Office of Valuation and Monitoring of Pledges of the Risk Management Department of the National Bank of Ukraine on the topic: "Evaluation of property rights on loans to be presented at the conference".
