Representatives of the World Bank got acquainted today in Minsk with the system of maintaining the Unified Register of State Property in the Republic of Belarus
The visit of the World Bank Group to Belarus takes place from 10 to 13 January 2017 within the framework of the technical assistance project "Strengthening public investment management systems and public-private partnership in the Republic of Belarus". The purpose of the current technical visit to Belarus is to complete the interview and data collection for the preparation of the World Bank's draft evaluation report. Experts of this largest international financial organization have already held meetings with representatives of the Brest oblast authorities, where they discussed the mechanisms for the preparation and implementation of regional investment programs, as well as with representatives of a number of state bodies of state administration. The meeting that took place today at the State Property Committee was attended by Deputy Chairman of the State Property Committee of the Republic of Belarus Vyacheslav Abramov, staff of the department, specialists of the State Unitary Enterprise "National Cadastre Agency", which is the operator of the Unified Register of State Property. The World Bank Group was represented by consultants Elena Slizhevskaya and Martin Darcy.
Representatives of the World Bank were acquainted with the purpose and objectives of the automated information system for maintaining the Unified Register of State Property in the Republic of Belarus, the structure of authorized bodies, the data composition, and the technology for collecting information for the register. Foreign experts described the system of maintaining the Unified Register of State Property in the Republic of Belarus as leaving a "very good impression", and also noted the high level of Belarusian specialists.
Martin Darcy, an expert who, according to him, has the experience of developing the first in the history of Great Britain similar national property register, stressed the "value" of the availability of such a resource from the state, since the register is an important part of the state property and state assets management system. This information, the expert continued, "allows maximum use of them for the benefit of the state and its citizens."
To date, the Unified Register of State Property (ERGI) contains, in practice, one hundred percent complete information about all available state property. In the data: legal entities, real estate (buildings, structures, isolated premises, land plots), aircraft, shares and shares, types of economic activities, founders, established enterprises, lease and non-repayable agreements, book value of property, information on unused property .
At present, the automation of the work of the system of organizations for the registration of state property of the Republic of Belarus for the creation and maintenance of the Unified Register of State Property. In the future, the task is to create a single formational system, with a unified collection of information, which has a higher efficiency of its use, as well as automate the issuance of information and establish cooperation between the ERGI and other state resources.
