Representatives of the National Cadastre Agency of the State Property Committee of the Republic of Belarus will participate in the main global land administration forum - the annual World Bank Conference "Land and Poverty-2017" in Washington (USA)
The conference will be held from 20 to 24 March 2017 at the head office of the organization. This year's theme: "Responsible land management: on the way to evidence base". As part of the Belarusian delegation: First Deputy Director General of the National Olympic Committee Sergey Levchik, Deputy General Director Dmitry Ritvinsky and leading legal counsel Alesya Khodasevich.
The World Bank Conference "Land and Poverty" has already become one of the largest international events on land management.According to confirmed applications, this year more than 1700 people will take part in the conference.
As the organizers emphasize, this motivating event allows representatives of governments, civil society, academia, public associations and the private sector of a large number of states to discuss the most pressing issues of land administration.
The conference "Land and Poverty-2017" will present the latest research and practice on the diversity of reforms, interventions and innovations in the land sector around the world. The main focus of the conference will be on the role of data and evidence for the implementation of land policy reform, defining strategies for working in scale and monitoring achievements.
In general, the conference will discuss the profile topics of the branch of the State Property Committee of the Republic of Belarus in line with the main tasks of the department concerning issues of state registration of real estate and maintenance of relevant cadastres, registers and registers, as well as functions in this area of the State Property Committee of the State Unitary Enterprise "National Cadastre agency ".
The World Bank Conference on Land and Poverty-2017 includes land administration issues (land cadastre, registration of rights, real estate formation, mass and individual valuation of real estate, monitoring and analysis of the real estate market), use of spatial data and information technologies for land administration purposes .
Deputy Director General of the National Cadastre Agency Dmitry Rytvinsky will present a report on the topic: "Geoinformation systems and technologies in the mass (cadastral) assessment". The theme of the second report, which will be delivered by Alesya Khodasevich, Leading Legal Adviser for the Legal Support of Registration Activities: "Improvement of the Doing Business Rating of the Republic of Belarus in the Record of Ownership: Achievements and Future Development."
In an invitation to participate, addressed to Belarusian experts by the World Bank research group, it was noted that the presentations of the NCA representatives will serve as a good contribution to the work of the forum.
In turn, the knowledge gained as a result of the international exchange of experience during the conference (acquaintance with foreign information technologies, methodological approaches in the field of land administration and registration of real estate, their adaptation, etc.) is subsequently planned to be applied in the practical activities of the NCA. In particular, when determining the future directions for the development of the system of state registration and mass valuation of immovable property, rights to it and transactions with it in the Republic of Belarus, taking into account the evaluation criteria in the World Bank's Doing Business report.
